I remember being able to work the ball more as a junior player (>25 years ago) than today. Why is it so hard to "work" the ball with blades like one could twenty-five years ago?
Is this due to changes in the ball, blades or both? My hunch is that it's more the ball than the blades.

ball... that being said, I can certainly move a modern ball. Albeit unintentionally

Ball and blades....but more ball.
Blades have more upright lie angles today than blades of yesteryear.

I recently put 5-pw MacGregor MT's from the mid 80's into play. I have found the new Wilson FG Tour ball works well with them as well as some of the soft 2-piece balls. The old specs with more loft are really much better for me for scoring.
