5-8 feet, at my local muni, is a chip every time. 2-3' you're ok. I just hit the ball a little harder.

On further reflection I realize 5-8' is too much fringe to putt over.

I follow the rule that with putts where I am *on* the green, I try to have a speed of 12" past the cup.
But, when I'm on the fringe, my rule is that for every 1 yard, I add 1 extra foot of 'speed.' So, if I'm 3 feet off the green (1 yard), I'll try to feel like I'm going to hit it 2 feet past the cup.
I agree with cloran, I would chip from there 95% of the time. I find that amateurs, even really good ones (hell, pros on the Big Break do it as well) tend to want to play it safe in tournaments and putt just about everything off the green. I think that is too conservative of an approach and is likely to leave yourself with a testy 3-5 footer instead of having a kick-in after hitting a chip.
However, there are some times that putting is the best play, it's just not all that often as many think.

Judy Rankin gave an interesting tip on TV a few weeks ago about putting over the fringe. She was given this tip by someone years ago----use the same stroke you would for putting the same distance on the green, but grip the club very tight. I have started using this and it seems to work. I don't know why! Dave
