I clicked on the drawing on this link and zoomed it out as much as I could. You can definitely see the strokes when you really zoom it. It's definitely a drawing; you can even see the crosshatching on the face of pinks and yellows that he used to create the skin tone. Crazy how much it looks like a drawing from very close up vs. how little it looks like one zoomed out.

urbanchristiannews.com/ucn/redhead-girl-ART.jpgHere's a link to the photo and the picture side by side. If it's CGI, it's good. Whatever it is, I think it's still a very good recreation. Not perfect, like it was traced, but very good. If it was a hoax, he did a good job of making sure it didn't match perfectly; there are some things that are just a little off (by design, in order to deceive? who knows...). I don't have enough experience with different media to be able to tell whether it's pen, colored pencil, or something else. If he lied about the medium, it's a shame, because it's still a pretty impressive piece of work. But it doesn't look smooth enough to be CGI to me. I'm sticking with drawing, and I'll give him the benefit of the doubt that he used pen. Unless he just used some software to manipulate the photograph, the guy has displayed some skill, regardless of the medium. I'm not going to lose my mind if it is a hoax. But I'm not quite ready to accuse him of being a fraud. Now if I'd paid money for some of his work...

Pictures posted on the internet have pretty good amount of compression going on, so the only way to know for sure is to get the original.
